I've been hesitant to write this up, because I know the "Staff of Elemental Mastery: Water" is rare (as are the other epic items he drops for wiz, brd, and rog). However, I am well over 20 kills now (almost 2 weeks of farming him) without seeing this staff once. I've seen the robe, wiz staff, and backbone 3-4 times each. Something has got to give. I know Adol recently increased the chances of 'certain items' dropping, which he directly said in a reply to me that this staff is covered in that. I've killed him 10 times since then, as of tonight.
Frequently, Phinny is shown with a staff in his hand that has the model of the mage staff (I think wiz staff has same model) yet he doesn't drop anything more than the coral and a research page. I believe he may sometimes have the staff, but not drop it.
Would you please double check this?
May I suggest that Phinny always drops one of the epic pieces? Straight 25% chance because if he isn't bugged, I am the unluckiest player. I've seen other people start and finish their epics while I've been waiting on this staff.
