Seems like Mob HP regen/Total hp is insane across the board.
things are regenning too fast for me and others to kill.

This!! their HP is low but the regen amount is crazy for sub 20 mobs especially with the dmg caps

Spent 20 minutes kiting Orc Legionnaires...and they healed to 100% after every damage tick.

hey guys i have been super busy but i'll have a lot of free time on wednesday and this is definitely something i'll look at. If you guys can list one or two more specific npcs that will help me locate all the npcs with too high regen

I was kiting gnolls in South karana bear paw entrance. My dots where doing 75ish per tick and the mobs where regening the full amount every tic. I've went to dots + Melee damage now to kill things and it's still slow. Not sure if it's con related or not, if that's even possible but LB and below mobs die easy enough. DB and White are hard the seem to rege a lot. But once the go to LB it seems easier. My dots go up maybe 1-2 damage per level so that can't be it. And yellow and above.. Well I don't even try has I don't do enough damage to kill one.
Or maybe it's just bards ain't getting the bonus correctly. I'm level 36 now.
